Carlotte Bailey has dedicated her life to serving families, supporting children, and strengthening the North Charleston community she proudly calls home. As a wife, mother, grandmother, veteran, educator, and current school board vice chair, she brings real-world experience and a deep understanding of the challenges and opportunities facing local schools today.
For decades, Carlotte has worked alongside students, parents, teachers, and community leaders, always guided by one simple belief: strong schools create stronger communities. That commitment continues to drive her work as she seeks re-election to serve District 5 families.
A Lifetime of Service to Families and Education
Born and raised in North Charleston, Carlotte has spent more than five decades investing in the community she loves. She is a proud mother of six daughters, grandmother, Veteran of the United States Marine Corps Reserves, and longtime educator within Charleston County schools. Her professional and personal experiences have given her a unique perspective on education. She understands the needs of students because she has worked with them. She understands the concerns of parents because she has raised children through the public school system. She understands the challenges teachers face because she has spent years supporting classrooms and helping students succeed.
Through her service on the District 5 School Board leadership team she has remained focused on building partnerships that help children thrive both academically and personally.

Over the past four years, Charleston County schools have made meaningful progress. During this time, Carlotte has supported efforts that have strengthened academic performance, improved school outcomes, increased teacher support, and enhanced accountability across the district.
As Vice Chair of the School Board, she has helped guide decisions focused on student achievement, responsible financial stewardship, and long-term success for local schools. Her leadership has contributed to positive momentum that benefits students, educators, and families throughout the district.
Carlotte Bailey believes that every decision made at the board level should answer one important question:
"How does this help our students succeed?"
